Why Do Toronto Salaries Feel So Low?

Toronto salaries can look painfully low beside US offers, especially when rent takes a large part of the paycheque. But the useful comparison is the same job, at the same level, in a specific US city. A standout salary from California is not the wage of every American worker.

There is evidence of a wider Canada-US economic gap. That doesn't explain every individual offer or prove that Toronto workers are less capable. Our advice is to compare total compensation and actual living costs. If a confirmed US offer leaves you substantially more money after those costs, don't dismiss it with a vague claim that benefits will cancel the difference.

What is a fair comparison?

Check Why it matters Common mistake
Job and seniority Titles don't always describe the same responsibility Comparing a new graduate with a senior specialist
Base pay It is the dependable starting amount Treating overtime or a signing bonus as annual base
Currency Canadian and US dollars aren't equal Comparing the numbers without naming the currency
Hours and shifts More paid hours can create a higher annual figure Calling a long workweek the same job
Benefits and pension They affect compensation and risk Pretending they are worth the same to every worker
City and commute Costs vary within each country Comparing Toronto rent with an unrelated US city
Work authorization An offer doesn't establish permission to work Planning a move before confirming eligibility

This guide explains the comparison. It doesn't give a personal tax or immigration calculation.

The US pay gap is real enough to investigate

A March 2026 Statistics Canada analysis examines Canada's economic performance relative to the United States. It describes weaker Canadian productivity growth and the role of business investment, technology and firm structure.

Productivity means the value produced per hour of work. It is not a score for how hard an individual nurse, programmer or restaurant worker tries.

The national pattern helps explain why some US industries have more room for higher compensation. It doesn't establish the wage for your occupation in Toronto, or the reason one employer rejected your raise.

Use the research as context. Use a current local wage source and real job offers for the decision.

Toronto is not the comparison for all of Canada

A national average can hide a city or an occupation. A country with higher average pay can still contain jobs that pay less than the Canadian equivalent.

Likewise, Toronto being a major business centre doesn't guarantee a wage high enough to cover Toronto housing. Workers can be paid competitively within a local labour market and still struggle with local costs.

That distinction matters in a salary discussion. “Better than the Canadian average” doesn't answer whether the job supports the life you need here.

Choose the comparison city and occupation first. Skip sweeping claims that one country pays more in every field.

For nursing, compare the actual category and pay scale

The Government of Canada's Job Bank wage pages let you search an occupation and region. In the US, BLS occupational wage tables offer occupation and geographic breakdowns.

Use registered nurse data for registered nurses. Don't mix it with nurse-practitioner salaries, management roles, travel contracts or agency rates.

For a unionized Ontario hospital role, the current agreement and wage step are more useful than a generic salary website. Check the employer, experience recognition, shift premiums and pension terms.

A claim of US$200,000 base pay needs a city, employer, role and source. It might describe a real job. It isn't a reliable default for every nurse across the border.

Choose verified scales and offers. Don't plan a move around an anonymous headline number.

The nursing numbers give us a better starting point

The Job Bank Toronto-region RN page lists hourly wages of C$28 low, C$40.59 median and C$55 high. Its wage update is November 19, 2025, using a 2023–2024 reference period. Those are regional wage estimates, not a 2026 hospital offer or a new-graduate pay grid. We rechecked the page October 12.

At the median, a made-up 37.5-hour week for 52 paid weeks gives C$79,151 a year before deductions. At 40 hours, it gives C$84,427. The difference comes from assumed hours, not a pay increase. Neither figure promises that schedule or those paid weeks.

The US Bureau of Labor Statistics RN profile reports a US$97,550 national median for May 2025. That puts the US$200,000 claim in context. It does not give us a matched New York or California offer.

Don't calculate a precise Toronto-US wage gap from these two sources. They use different places, periods and methods. Use them to test whether a claim is plausible, then compare the actual city, contract and hours. Choose a specific offer over a national headline.

Why business size and investment matter

A company with more productive equipment, software and access to capital can generate more value with each hour of work. A larger market can also support bigger teams and specialized roles.

That creates a possible route to higher pay. It doesn't mean every employer shares the gains equally.

For a Toronto worker, the practical question is whether your skills are valuable to employers beyond your current local market. A scarce specialization can matter more than a familiar job title.

Look at several employers and comparable roles. One company's pay band is not the limit of your whole career.

Remote US work is an option to check, not a loophole

A US company hiring remotely doesn't necessarily pay a Toronto employee its US-city salary. Some firms use location-based pay, local employment arrangements or contractor contracts.

Ask what the offer actually is. Employee status, benefits, pension, currency and payment timing all matter.

A contractor's headline rate can look strong because it doesn't include paid leave or the employer benefits you currently receive. You may also carry more administrative costs and risk.

Don't describe a remote offer as the same as moving to the US. Choose it only after the written terms establish the compensation and working arrangement.

More concrete data: accounting wages, housing and payroll deductions

Accounting gives us a second occupation to test

Job Bank's accountant and auditor wage report lists Toronto-region hourly estimates of C$25 low, C$41.34 median and C$74.36 high. The source uses a 2023–2024 reference period, updated in November 2025. It is a range across the occupation, not a starting CPA salary or a promise for a specific firm.

At 37.5 hours for 52 paid weeks, the median would equal C$80,613 a year. At 40 hours it would equal C$85,987.20. Those are annualized examples using assumed schedules. The source itself reports hourly estimates.

The US BLS accountant and auditor profile reports a US$83,680 national median for May 2025. That is a different currency, year and geography. It does not prove that a Toronto accountant and a US accountant with identical duties get equivalent pay.

Occupation Toronto source US source What it helps test
Registered nurse C$40.59 hourly median, 2023–2024 regional estimate US$97,550 annual national median, May 2025 Whether an extraordinary US offer is representative
Accountant or auditor C$41.34 hourly median, 2023–2024 regional estimate US$83,680 annual national median, May 2025 Whether the compared role, hours and currency match

Use these as reference points. For a move, replace the national US number with the offer's city and employer. For a raise, compare jobs with similar responsibility. The Toronto high wage is not a pay target every employer must offer.

Rent data explains part of the pressure, but it isn't a listing price

CMHC's 2025 rental market report gives Greater Toronto Area average two-bedroom rents of $2,034 in purpose-built rental apartments and $2,904 in rented condominiums. The reported vacancy rates are 3% and 1%, respectively.

Those are different rental markets. The averages include occupied units. They are not October 2026 asking rents for a new lease. Don't tell a newcomer they can simply rent a two-bedroom apartment at the average.

The annual arithmetic is useful: $2,034 a month is $24,408 a year. $2,904 is $34,848. The difference is $10,440, before utilities, parking or other costs. A housing choice of that scale can outweigh a modest raise.

Against the example C$80,613 accountant income above, those annual rents equal about 30% or 43% of gross income. That is a scale illustration, not an affordability approval. Take-home pay is lower than gross, and the source's average unit may not be available to you.

Choose a real housing quote for the offer comparison. Use the averages to understand the market, not to manufacture a rent you haven't found.

Gross pay and the amount reaching your bank are different

The CRA's 2026 payroll tables list these national CPP and non-Quebec EI amounts. The CPP and EI figures apply in Ontario too; the linked province's income-tax tables are not Ontario's.

Deduction 2026 employee rule Annual maximum
CPP, including the first additional contribution 5.95% on contributory earnings up to the first ceiling, with the basic exemption $4,230.45
Second additional CPP 4% on the pensionable earnings band from $74,600 to $85,000 $416
EI outside Quebec 1.63% of insurable earnings up to $68,900 $1,123.07

For an eligible employee who reaches all three annual maxima, the combined amount is $5,769.52. This is not the whole deduction from a salary. Income tax, workplace pension, benefits and other deductions can be additional. Personal eligibility and payroll circumstances also matter.

Use the CRA payroll calculator with Ontario and the actual pay period for a payroll estimate. A cross-border household needs its own comparison. Don't subtract the three maxima from every wage and call the remainder take-home pay.

A contractor rate needs paid-week arithmetic

A hypothetical C$60 hourly contract for 40 hours over 46 billed weeks gives C$110,400 in revenue. The same rate multiplied by 52 weeks gives C$124,800. That $14,400 difference is simply six weeks without billing.

Revenue is not salary. Expenses, unpaid administration, time between contracts and the relevant contributions still need attention. The point is to compare the amount the contract can actually produce, rather than a year with no breaks.

For an employee offer, record paid leave and employer benefits separately. For a contract, record expected billable weeks and costs. Choose the arrangement with the stronger dependable result for your household, rather than the biggest hourly number.

Three useful next moves for a Toronto worker

For a raise, build a local comparison with the same role, level and responsibilities. Keep several postings, since one advertised maximum can overstate the normal offer. Show the work you now do that wasn't in the original role.

For remote US work, ask whether the offer is in CAD or USD, employee or contractor, and location-adjusted or not. A company being American doesn't settle any of those questions.

For a move, use a real city-specific offer and a real housing quote. Then add healthcare premiums, transport, licensing and visits home where relevant. A large verified improvement is worth acting on. A national median and a guessed exchange rate are only the start of the calculation.

Benefits can matter without erasing the wage gap

A pension can be valuable, especially if you expect to stay long enough to use it. Paid leave and a good health plan can reduce financial risk.

But don't assign them a large invented cash value just to make the lower salary look equal. Compare the actual plans.

The same applies to public services. The healthcare system is relevant to a country choice, but it doesn't make every treatment, drug or dental expense free. US employer plans also differ widely.

Choose based on the real household comparison. Skip both slogans: “US pay is always better” and “Canadian benefits make it all the same.”

The job market and bargaining power

A salary is affected by how many employers need the skill, how many applicants can do the role and how easily workers can move between jobs.

That can create frustration in a city with high living costs. It doesn't give us enough evidence to blame one group of workers for the whole gap.

Claims that immigration alone, taxes alone or worker effort alone explain Toronto salaries are too simple. They need occupation-specific evidence and a clear comparison period.

For a raise conversation, bring comparable job postings and the value of your responsibilities. Our Ontario salary-transparency guide explains another useful source of pay information.

Where to get help comparing your next Toronto offer

An employment centre is more useful than another online argument when you need a better offer. Bring your occupation, experience, target salary and a real job posting. Ask for interview practice, employer connections and help explaining your skills. No centre can promise a US-level salary.

ACCES's Toronto office is at 489 College Street, Suite 100, just west of Bathurst. It lists one-to-one job-search support and employer connections. Regular office hours are Monday to Friday, 8:30 a.m. to 5 p.m. Check the programme's eligibility before enrolling.

Its 2026 resource guide also lists North York at 2001 Sheppard Avenue East, Suite 201, and Scarborough at 2100 Ellesmere Road, Suite 250. Use the office closest to your home or target jobs. You don't need to make every employment appointment a downtown trip.

Youth Employment Services YES lists 555 Richmond Street West, Suite 711; 1610 Bloor Street West; and a Youth Job Centre at 2562 Eglinton Avenue West, Suite 201. Ask which programme fits your age, employment status and goal. Its contact page says Fridays are virtual only for the Richmond and Bloor offices.

Choose ACCES for an individual job-search plan and its relevant sector programmes. Choose a suitable YES programme when you want youth or local employment support. Use either to prepare a stronger application. They don't replace the wage data or the total-compensation comparison above.

Frequently asked questions

Are Toronto salaries lower than US salaries?

For some occupations and cities, the gap can be substantial. Compare the same role and level using current local data. Don't apply one high US offer to every job.

Does high rent make employers pay more?

A high cost of living doesn't guarantee wages rise enough to match it. Employers also respond to labour demand, competition and their pay structures.

Are all US nurses paid US$200,000?

No such universal claim is supported here. Verify the employer, location, role, hours and whether the figure is base pay or total earnings.

Should I compare salaries after converting currency?

Name both currencies and convert using a stated rate. Then compare taxes, benefits and costs. Currency conversion alone isn't a take-home-pay comparison.

Will a remote US employer pay a US salary in Toronto?

Not necessarily. Read the written offer and ask about location-based pay, employment status and benefits.

Should I leave Toronto for a higher salary?

Use a real offer and a full household comparison. A confirmed large improvement deserves serious consideration, but don't make the decision from an anonymous salary claim.

For the Toronto side of your budget, start with our salary-transparency guide and practical housing guides. Find two or three comparable offers. That will tell you more than an argument about which country is better.
