Start with Pro Passport Photo at 597 Gerrard Street East if price is your main concern. Its posted price is $9.99 plus HST for two prints or a digital file. Getting both costs $19.98 plus HST.
Net Plaza is the better central-west option, with a $15 plus tax price for either format. Existing CAA members should check their benefit first. Basic members have a lower posted price, while qualifying Plus, Premier and Corporate members get free photos. The biggest mistake is agreeing to a photo before asking what prints, a digital file and tax will cost together.
We checked these prices and rules on September 15 and 16, 2026. Prices are in Canadian dollars. A shop's acceptance guarantee is a retake policy, not a promise that the government will approve your application.

These aren't identical purchases. A print-only price doesn't include an emailed file unless the shop says it does. If you're applying by mail, paying extra for a digital file won't make the application move faster.
Pro Passport Photo: our lowest verified standalone price

The counter inside Jiahua Trading, 597 Gerrard Street East, is the clearest budget choice we found. The location page separates the price for prints, digital and both. It accepts cash or debit, takes walk-ins and advertises a free retake if the photo isn't approved. See this location's packages.
At the posted price, a person who needs both formats pays less before tax than several other shops charge for one. That's a useful difference for a family buying several sets.
Don't apply this price to every Pro Passport location. Check the exact counter before travelling. Ask for a Canadian passport photo and say how you're applying. A visa, permanent resident card and passport can have different photo requirements.
Choose this counter for price. Choose something closer if the extra trip will cost more than the saving.
Net Plaza: a useful choice near College and Spadina

Net Plaza is at 267 College Street, on the second floor. Its photo page lists $15 plus tax for print or digital, and $25 for both. Ask whether tax is added to the bundle. The shop's own page does not advertise a cash-payment tax exemption. Check the photo prices.
There is a serious access limit: the shop says it is not wheelchair accessible because of the stairs. Its home page also asks customers to allow time for work, rather than assuming every job can be done immediately. Check hours and access.
One detail deserves attention before an online renewal. Its long list of photo sizes includes an older Canadian digital size. Show the photographer the current federal requirements linked below and confirm the file you will receive.
Use Net Plaza for a reasonably priced errand near U of T or Chinatown. Choose a step-free shop if stairs are a barrier, and don't leave the photo until the last few minutes before an appointment.
Adina, Downtown Camera and West Camera

Adina Photo: a lower-priced option near Carlton
Adina's specials page lists $18 for two Canadian passport photos. The shop is at 2 Homewood Avenue, just off Carlton. It also offers digital photos, but the listed print offer doesn't establish the cost of a digital file or a bundle. See Adina's current special and photo services.
Choose Adina if it's close to home or work. Ask for the total with tax and the format you need before the photo is taken.
Downtown Camera: clear tax-inclusive pricing
At 89 Queen Street East, Downtown Camera lists $25 including tax for two prints or a digital copy. It lists children's photos for age two and under at $50, with a call ahead for an appointment. Read the passport-photo page.
The price is higher than Gerrard's budget counter. The advantage is a clearly stated total near the downtown core. We don't have evidence that paying more guarantees a lower rejection rate.
Pick it for location and a clear bill. For a baby, confirm the appointment and age-based price first.
West Camera: a straightforward print-and-file bundle
West Camera at 690 Queen Street West lists $24.99 for prints, $24.99 for digital or $34.99 for both. That makes the bundle a better purchase than buying the two formats separately. See West Camera's photo service.
Its page gives different hours in the photo-service text and footer. Confirm the photo counter's hours before a special trip. It asks for an appointment for infants under two.
Choose West Camera if you're already near Queen and Bathurst. It costs more than the two budget picks, so travel convenience needs to justify the difference.
Y&Z: check the package before sitting down

Y&Z is at 20 Adelaide Street East, Unit 102, at Adelaide and Victoria. Use that address rather than searching for a vaguely remembered convenience store on Victoria Street. See the shop's location.
Its website advertises $22.99 plus tax for two photos alongside wording about electronic and digital copies. That wording doesn't clearly spell out what a print-and-digital bundle includes. Ask before paying. The shop takes cash and Canadian debit. Read the current service notice.
Customers have praised help with glare and an encouraging manner during the sitting. Those are individual reports, not a service guarantee. The useful question for any photographer is the same: can you check the lighting before printing and emailing the final photo?
Choose Y&Z if this part of downtown is convenient. Don't assume its acceptance guarantee pays for a missed appointment or delayed trip.
CAA and the chains: convenience can beat a small saving

Check an existing CAA membership first
CAA South Central Ontario posts $8.95 plus tax for Basic members and $19.95 plus tax for non-members. Its photo service is free for qualifying Plus, Premier and Corporate members. The price table doesn't spell out every print-and-digital combination, so confirm the included format. Read CAA's photo prices and terms.
The free benefit applies to the eligible member. Family members and children who aren't enrolled as qualifying Associates don't automatically get free photos. CAA says they can use member pricing when the member is present. Ask about infant-photo limits at your chosen store.
Don't buy a membership only because someone says the photos are free. Compare the membership fee with the small standalone photo cost. A recommendation for “CAA on King” didn't identify a verifiable current store, so use CAA's own locations rather than that description.
Staples, Walmart and Henry's

The Canadian Staples listing shows $24.99 for a choice of printed or digital photos, no appointment required and a free retake if needed. US Staples prices and US photo dimensions don't apply to a Canadian passport.
Walmart Photo Centre lists Canadian passport prints from $18.57 and digital service from $23.97. An older $16 recommendation is no longer a reliable budget. Confirm service at the Dufferin Mall location if that's your intended stop.
Henry's passport-photo FAQ lists $24.99 for two prints and $29.99 for digital, with location differences possible. Use the current store locator instead of relying on an old Church and Shuter recommendation. Ask for the final local quote.
Use a chain when it saves a separate trip. Check the exact location's photo hours, since a store being open doesn't always mean someone is available at the photo counter.
UPS and Shoppers

The UPS Store offers passport photos at participating locations. Pricing is local. For example, 250A Eglinton Avenue East posts $22.99 plus tax for prints or digital for ages four and up, with higher prices for younger children. Its page says additional copies are charged at the full original price. Read this branch's price list.
Reports about UPS include both successful photos and rejections, along with complaints about separate print and digital charges. They don't establish a chain-wide failure rate. They do show why you need a quote that lists each charge.
Shoppers' passport-photo page says a printed sitting provides two copies. Its digital option is saved on a USB key and does not include paper photos. Tell the shop which format you need before the sitting.
We couldn't verify a current national price. Ask the branch for its full quote and whether photo staff are available. Baby and toddler photos depend on the store, so call ahead. Don't budget from an old $20 comment.
For either chain, get the price for your complete package first. If it's much higher than a nearby shop with a posted price, go to the nearby shop.
Other neighbourhood leads, with prices still unconfirmed

These are useful names to keep, but the missing details matter. Checked September 16, 2026: confidence is high where the business or an official directory confirms the address, and low for prices supported only by customer reports. A fresh written quote would settle the price questions.
- Passport Photo, 327 Spadina Avenue, Unit 203: the Chinatown BIA confirms the business and address. April 2026 reports described $20 cash for prints and $35 for both formats. We couldn't verify those prices with the business, so treat them as a lead, not a quote.
- Annex Photo, 362 Bloor Street West: its official page confirms printed and digital passport photos. The current price wasn't posted in the information we could verify. Ask for a bundle price if you need both.
- Print Three: customers suggested roughly $10 to $20, but the recommendation didn't identify a branch. We couldn't verify a matching current service and price. Don't make a trip based on that range alone.
- Scarborough Passport Photo Centre is on the main floor at 200 Town Centre Court. North York Passport Photo Centre is at 4900 Yonge Street, Unit 180. Their shared official website confirms both locations and lists baby photos among its services. Prices and package terms remain unconfirmed. Choose them for a convenient local errand, not a promised bargain.
Check the Canadian requirements before paying

For a paper application, you need two identical, unaltered photos, 50 mm wide by 70 mm high. The chin-to-crown head height must be 31 to 36 mm. They must be taken by a commercial photographer within six months of applying. The photographer's details and date belong on the back; follow your application instructions for any guarantor signature.
For an online renewal, you need one original digital file, not a scan. It must be JPEG/JPG, 200 KB to 5 MB, with a portrait 3:2 ratio. The permitted dimensions run from 1,200 by 1,800 to 3,000 by 4,500 pixels. The face must occupy 45 to 50 per cent of the image height.
Avoid glare, shadows and digital retouching. Give the photographer the full federal photo requirements, which include examples. Don't rely on an old sizing chart at a shop.
Online renewal also has its own eligibility rules. It is for eligible adult renewals with Canadian home and mailing addresses, and it isn't the route for travel within the next 20 business days. Delivery can add five business days to the processing time. Your passport must also be expired or due to expire within six months, and other eligibility rules apply.
Your existing passport is cancelled after you apply. Check the full online-renewal conditions before buying digital-only service.
Plan one useful trip

If you also need application forms printed, compare our cheap printing options in Toronto. Print shops and libraries can help with documents, but home-printed passport photos do not meet the federal rules.
Get the photo before the day you need to hand in the application. That gives you time to check the file, find a typo in the studio details or arrange a retake.
Ask these four questions at the counter:
- What is the total for the exact formats I need, including tax?
- Will I receive the original file by email, download or USB, and when?
- What happens if the photo is rejected, and what proof do you need?
- Are extra prints, a second email or a retake charged separately?
Keep the receipt and confirm that the file reaches you, or opens on the supplied USB key, before leaving the area. A cheap photo is useful only if you receive the package you paid for.
Match the studio to the difficult part of the job
| Situation | What to ask before travelling |
|---|---|
| Baby or young child | Does the shop regularly photograph infants, and can it handle the background and head-position rules? |
| Wheelchair user | Is the photo area step-free, and can the camera and background work at the required height? |
| Digital application | What file format, dimensions and delivery method are included? |
| Several documents | Can the same sitting produce each country's required size, and what does each extra set cost? |
| Urgent application | How quickly are prints and files ready, and is a retake possible that day? |
Bring the exact government specification when the photo is for a visa, permanent-resident card or foreign passport. “Passport size” is not one worldwide format. Remove anything the instruction page prohibits before the sitting and ask the photographer to check glare if you wear glasses.
Inspect the finished prints for scratches, colour problems and correct studio information. Do not trim them yourself unless the application specifically tells you to. Choose a shop that understands the document, even if another counter is a few dollars cheaper.
Frequently asked questions
Where is the cheapest verified passport-photo option in this guide?
Pro Passport Photo at 597 Gerrard Street East has the lowest verified standalone price here, at $9.99 plus HST for either prints or digital. This is a comparison of the listed shops, not a claim that no cheaper counter exists anywhere in Toronto.
Do I need prints and a digital file?
Buy the format for your application route. Both can be useful if you're undecided, but don't pay for a bundle simply because the shop offers one. Check online-renewal eligibility first.
Can I take a Canadian passport photo myself?
No. The federal rules require a commercial photographer, including for online renewals. A selfie app or home scan doesn't replace that requirement.
Are passport photos free with CAA?
CAA South Central Ontario lists the benefit for qualifying Plus, Premier and Corporate members. Basic members have a discounted posted price. Confirm the participating store, included format and current entitlement before travelling. A membership from another CAA club can have different terms.
Can a shop guarantee that my photo will be accepted?
A shop can offer a retake promise. The government still decides whether your application and photo meet its rules. Ask what the shop actually does after a rejection, rather than relying on the word “guaranteed.”
Where should I take a baby for passport photos?
Choose a shop that explicitly handles infants, then call first. Downtown Camera and West Camera publish separate arrangements for very young children. Confirm the age limit, appointment and price so you don't make an unnecessary trip.
Is the lowest photo price always worth crossing the city for?
No. Compare the saving with travel cost and time. If a nearby counter's complete quote is only a few dollars higher, finish the errand there.
For most people, the decision is simple: check an existing CAA benefit, then compare the Gerrard counter with a shop already on your route. Get the full quote before the camera comes out.
